For learners
Your information as an apprentice or learner
What we collect when you enrol, who we have to share it with, and the Department for Education’s own privacy notice.
Last updated: 12 October 2026
What you need to know before you enrol
When you start a programme with TLC, we collect the information needed to enrol you, deliver your training, assess you and claim the government funding that pays for it. Our full Privacy Notice explains what we hold and why; section 5 covers apprentices and learners in detail. The short version:
- We record your details in the Individualised Learner Record and return them to the Department for Education, which funds your apprenticeship. We share what is needed with the Learning Records Service, your awarding organisation, your end-point assessment organisation, Ofsted when it inspects us, and your employer.
- If you tell us about a health condition, disability or learning need, we use it to agree the support and adjustments you are entitled to, and share it only with the people who provide that support.
- The funding rules require us to ask about your ethnicity and other equality information. You can choose not to say.
- We keep your apprenticeship records for seven years after your programme ends.
- You can see, correct and, where the rules allow, delete your information, and you can complain to us or to the Information Commissioner’s Office. Contact our data protection lead, Alex Gateshill, at Alexg@tlc-uk.org.
The Department for Education’s privacy notice
The DfE asks every training provider to make sure learners have seen its notice. It is reproduced below exactly as published for the 2026 to 2027 funding year and is also at guidance.submit-learner-data.service.gov.uk.
BEFORE GO-LIVE: paste the full text of the DfE’s “ILR privacy notice 2026 to 2027” here, unedited, with its title and publication date, from the link above. Then delete this highlighted line.
In summary, the notice is issued on behalf of the Secretary of State for Education and explains that the DfE processes learner data under article 6(1)(e) of the UK GDPR and the Apprenticeships, Skills, Children and Learning Act 2009; that the data is used to administer funding and for education, training, employment and well-being purposes, including research; that it may be shared with third parties where the law allows; and that the DfE or its agents may contact learners for research and evaluation. Further information is in the DfE’s personal information charter.
